A number of notable Texas traffic and driving laws designed to
improve safety on the roads and drivers
education awareness go into effect on Sep 1.

Drivers under the age of Motor vehicle operators will now have a
harder time getting traffic violations removed from their motor
vehicle operators. SB 1005 provides that if a driver younger
than drivers years of age commits a traffic offense classified
as a moving violation, the judge must call for the driver to
complete a classroom based or online defensive
driving course. In addition, if the driver holds a
provisional driver license - in other words, is under drivers
years of age - they must submit to a Texas Department of Public
Safety road test in addition to taking an offline or online defensive
driving course. Failure by the driver to meet this
requirement will result in a final conviction for that traffic
offense.

Proof of insurance will be enforced through the new State law SB
1670. This law necessitates the Dept. of Insurance, in
conjunction with TxDOT and other agents, to demonstrate a
confirmation program for automotive vehicle insurance in order
to try and cut down the amount of uninsured drivers.

SB 1257 forbids use of wireless communications equipment
(including cellular phones) for the first six months after
teenagers obtain their driver licenses. The bill also forbids
passenger bus operators carrying those under 18 from using
wireless communications devices, except in emergencies or when
the bus is stopped. Use of wireless gear has become omnipresent
and is under suspicion of causing accidents.

Many of the items covered by these laws are talked over in the
available Lone Star State defensive driving courses offered
online and in classroom settings. Prices may vary for motor vehicle
operators safety courses but the lower limit they can be by
law in the state of Texas is $25.

Framing your Art Prints

Choosing the right frame and mat can greatly enhance the overall look of the art work and complement the decor of your room.

There are a few reasons for framing your art piece. Firstly, it prevents the art work from dust and dirt; it also prolongs and preserves the life of the art work, and prevents it from fading and sustaining damage over time. Aesthetically, a frame also makes the art work look more presentable, and helps to bring attention to the art work.

Framing is especially essential for reproduced prints and posters. When simply stuck on the wall without any framing protection, the print will start to tear on the edges and some of the color may also fade out within a short period of time.

When choosing a frame, avoid picking one that is the same color or tone as the wall the art work is to be hung on. For example, do not use a white or pastel colored frame for a white wall. Find a frame color that contrasts the color of the wall. For example, on a pastel colored wall, a dark frame color, like brown or black will do nicely. In my opinion, black or brown are the most popular choice colors for frames, but sometimes metallic colors like silver and gold do nicely as well, it all depends on the theme decor of your home. Never pick a loud color like red or yellow as the frame color. In my experience, these colors almost always never look good as frames. Unless you’re framing a picture of Mickey mouse in your child’s playroom, avoid these colors like the plaque.

On the other hand, also be careful not to pick a frame that takes attention away from the art piece itself! Remember, the artwork is the center of attention, not the frame. Find a frame that compliments the art, not compete with it. In any case, if you're still unsure, always consult a qualified interior designer, artist or a framing specialist for advice on the best choice of frames to use.

The design of the frame should also match the surroundings, for example, a frame with a lot of intricate carvings may be pretty to look at, but may not be suited for the modern, contemporary home. Such frames would do well in a Victorian styled decor. If you’re finding a frame for a contemporary interior, you should choose one that’s simple and minimalist.

A framed art piece consists of several components, namely the art piece itself, the frame, the external glazed surface that is placed over the art work to protect it, and a mat. The frame itself is fairly straightforward. Most of them are made of wood, though there are some that are made of metal.

The clear protective glazing layer is made of either glass or acrylic. Acrylic, more commonly known as Plexiglas, is more recommend due to its lightweight and impact resistance. Higher quality acrylics may offer enhanced features like non-glare and UV protection, thus providing even greater protection for your art piece.

The mat is used for 2 main reasons; it serves as a support for the art work, to prevent the art piece from being damaged through bending and folding. It also helps to create a separation layer between the art work and the glazing so that the glazing is not directly “touching” the art piece, damaging it in the long run. Most framed art pieces come with a single mat layer, although you can choose to have double, even triple mat layers. Having triple mats would add extra depth to the art work.

When choosing a mat color, you might want to go with a neutral color, like whites, cream, ivory, sandstone, pearl, grays and blacks. Neutral mat colors not only take a back seat to help enhance and guide the viewer’s attention to the art work itself, it also can easily be fit into any room, without seeming out of place.

As a general rule, choose a color that is no lighter than the lightest color within your art piece, no darker than the darkest and no brighter than the brightest. This way the mat will not outshine the art work and steal the attention away from it. Light colored mats tend to make the picture seem larger and your perception more "open" or outward. Dark colored mats seem to turn your eye inward; creating a “tunneling” effect and making the picture seem smaller then normal.

Medium Term Note Trading and Their Importance in a Worldwide Recession

Private Trading of Medium Term Notes, also known as Mid-Term Notes and MTNs, is essentially capital raised for the purposes of the development of working capital and the upward trend towards strengthening a company's balance sheet. More times than naught, private trade programs encompass the development of new products, technologies and overall expansion. Whereas in this article, In the broad sense and in the most known categorization, we will be discussing Medium Term Note Private Trading which is a completely different investment channel generating tremendous returns for small and large, individual and corporate investors alike.

Investors have limited access when it comes to educating themselves and investing in the high-yield arena of MTN Trading. Unless they have liquidity in the hundreds of millions, most others who have less liquidity for investment find themselves on the outside trying to get a peek in. In this article, the general development of knowledge with regard to private trading, MTNs, BGs and other instrument facets, will explain why and where individuals willing to invest from $10M on up can participate in the world of Medium Term Note Trading.

Why is there such a demand for investing in Private Programs that utilize MTNs and on occasion Treasury Bills?

Since the mid-1990's to the present day, Medium term Note originations total investment dollars have escalated from a estimated, yet traceable, phase of just over $10 billion dollars in mid-1990s to a current level of well over $75 billion dollars through the third quarter of 2008. There have been roughly 6,500 private trade programs done through the third quarter of 2008. Companies in the likes of Sony Capital, Harley Davidson, LG and other well recognized entities have all offered Mid-Term Notes collateralized by their assets for expansion and development. From a low of fewer than 2,500 in all of 1996, you can see that the interest towards Private Trading gains when markets and the economy as a whole degrades catapulting the need for short term, well secured notes backed by established corporations, banks, asset holders and countries.

Hedge Funds, Portfolio Managers and Private Investors are often attracted to these Private Programs and understand the rules and guidelines that follow. Less experienced, smaller investors tend to be dismissed due to the anxiety levels and continuous pestering of updates. High-net worth, seasoned investors have their blocked funds almost always are combined with other clients to build a larger trade bases, if individually large enough, say one billion and up, enter into a Private Trade Program by themselves; however they too may very well be bundled with other client assets to reduce the number of trades being managed. Their blocked funds represent these MTN Trade Programs and are a tremendous economic incentive in their own right by the generation of liquidity by the function of process.

The derived profits most often than not, as well as the leveraged amount of the blocked funds, will go into further capitalization of new companies believed to have significant growth possibilities in industries such as: healthcare, bio-technologies, software/hardware and telecommunications. Fund of Funds: A fund of funds holds the leveraged funds of many private partnerships that invest in private trades. It provides a way for firms and individual participants to increase cost effectiveness and thereby reduce their minimum investment requirement. Since a fund of funds is leveraging against those original funds, sometimes up to 20 to 50 times, the accumulated return for that specific funds of funds becomes much more lucrative.

In addition, because of its size and diversification, a fund of funds has the potential to offer greater returns than you might experience with an individual MTN Trade Program. This only holds true to those Programs that are under the $100 million dollar level though since most times the lesser amounts are leveraged through funds of funds or equivalent means.

The main disadvantage, if it could be considered such, is that there is an additional layer of fees paid to the fund of funds manager. Though typically $100 million and up will roll out the welcome mat, investors can on occasion, participate with $250,000 - $10 million to the respective fund of funds manager. For those smaller amounts under $10 million, the platform manager may not let you participate unless you are an accredited investor with a net worth between $1.5 million to $5 million.

Is it worth the time and consideration? There are several key risks in any type of investing since you essentially, with any investment, can guarantee a return (except for low yielding T-Bills, etc.) Private Trading is no exception. As mentioned earlier, the fees of Private Trade Programs that cater to smaller investors can be higher than you would normally expect with conventional investments, such as mutual funds. With a pre-established historical return rate on these smaller (less than $100M) funds may be in the double to triple digits as reflected in previous scenarios. The promulgation of these fees are irrespective and of little consequence to the investor although many investors feel that they deserve more, do essentially doing very little.

In a market as volatile as the one we currently face, it is much harder to find streamlined programs that offer little risk. Transferring of investors' funds is not evidenced in these Private Trade Programs that are at or above $10 million dollars. A block is placed on the client's funds within their account for the duration of the trading period. Hence, the safety the client experiences remains secure with the leveraged program they enter into.
